Ruleset for a "Dragon" Campaign.
Classes are Homebrewed to allow for Dragons to use weapons.
As for physical weapons, Dragons are limited to "Claws" or Tail-Equipped Weaponry
As for Spells, Dragons can use "Force Spells".
If a spell needs an item, or condition, Players will need those still. This means, yes VSM is still required.
As for Dragon Breath / Fire Breathing, "It will be nerved to the Levels & Size of Characters."
Players will start at Level 4 / Very Young Dragon
Age: 25 - 50 years,
No taller than 6 Feet.
Players will know Draconic and Common from the beginning, but will need to buy language books / trainers for any other languages.

Fly & Swim: Limited to 20 - 35ft.
Dragon Breath (Flame / Acid etc): Limited to 15 ft - 5 ft wide.

You can use your action to exhale destructive energy. Your draconic ancestry determines the size, shape, and damage type of the exhalation. When you use your breath weapon, each creature in the area of the exhalation must make a saving throw, the type of which is determined by your draconic ancestry. The DC for this saving throw equals 8 + your Constitution modifier + your proficiency bonus. A creature takes 2d6 damage on a failed save, and half as much damage on a successful one. The damage increases to 3d6 at 6th level, 4d6 at 11th level, and 5d6 at 16th level. After you use your breath weapon, you can’t use it again until you complete a short or long rest.
